Timothy King

OIF Managing Member and Founder/Managing Member in Clear Lake Development Company, LLC, (CLDC).
Mr. King is the originating Member of OIF and brings to the team over thirty-five years of knowledge, resources and experience gained as a business owner and operator of numerous endeavors. With extensive experience in new business development and market creation, Mr. King’s background has been built from a foundation of C-Level positions to being Sr. Principal of corporate and community development teams. Tim’s skills, insight, and leadership were evident with previous work efforts as a community leader in the delivery of commercial and residential real estate projects, downtown revitalization initiatives, Public/Private Partnership(P3) collaborations, community and economic development projects, financing, construction, and energy services, having built a resume and network of colleagues and associations in the public and private sectors as well as education, finance and philanthropy. Mr. King holds relationships and board affiliations with both public and private sector organizations and is a Sr. Fellow at Penn State University Center for Economic and Community Development.

E. A. (Alex) Graham

Founder and Managing Member in OIF and Clear Lake Development Company, LLC (CLDC).
Alex brings a deep due-diligence and project management expertise to the team as a retired American Airlines Captain and an accredited investor. He is an originating member of the business. After 30+ years of being responsible for $350-million-dollar aircraft, 200+ lives, and unknown cargo value, there are very few situations that Alex cannot handle or find the support people to handle. Alex’s conservative fiscal policies and strong management abilities enable him to tackle any project or situation either on the ground or in the air! His 15 years in the United States Air Force and Reserves also contribute to a strong set of principles. Alex received his undergraduate degree in Economics and Business from Iowa State University and a Master’s Degree in taxation from Washington School of Law. Alex is an active investor and mentor to investors and has developed, owned and operated numerous businesses including Arrowpines Resort and Conference Center at Lake Arrowhead, CA; two(2)large commercial printing plants. He also owned and operated a paramedic ambulance service, limousine service, motorcycles escort service, and mortuary transport service. In recent years he has worked closely with the owner and personal friend of the Cal-Neva Resort Spa and Casino in the redevelopment of this renowned property in Lake Tahoe.

James W. France, Jr

OIF Managing Member and Founder, Chairman of the Board/CEO of Financial Investor Insurance Corporation (FIIC).
In 1970, Mr. France was licensed as an underwriter for the Penn Mutual Insurance Company, specializing in corporate financial planning. During this period, he also became a licensed securities representative with Greater Delaware Securities, Inc. and Massachusetts Mutual Insurance Company. From middle 1970’s through 1983 Mr. France established several small businesses in the field of advertising media, technology, and computer equipment leasing and formed a joint venture project with 3M Company to develop an array of electronic media markets with sales reaching $5 million annually. During this tenure, Jim managed and established operations in 42 U.S. cities and set long-term leases with common carriers, property owners and developed ad campaigns for clients.

In 1985 Jim served on the Board of Directors of Digiboard International, a supplier of computer communication boards to the computer industry with sales of $200 million in annual revenue. In 1987, he was named President of PMC Corp., an affiliate of Broad Street Corporation, a venture capital firm. PMC invested in small first and second stage business ventures in Delaware. Between 1988 and 1996, Mr. France became President and Chief Executive Officer for Scriptel Corporation, a public company that developed an electronic interface (digitizer) for what are today’s pen computers.

Mr. France has more than 30 years hands-on experience in executive management, marketing, technology, advertising, finance, real estate, leasing, international business development, project startups, acquisitions, sales, insurance, public relations, and manufacturing.
